The driver in Figure 5-2 provides an example of a safety problem that is not easily addressed by a carrier-based safety program. The driver has operated for five motor carriers in the past three years. FMCSA attention on the carrier in this instance may not be the most effective approach to increasing safety, because the driver may continue the pattern of poor performance while operating for a new carrier. CSA 2010 will tackle these behavior problems by applying driver-specific interventions to poor safety performers to change this behavior.
